Space.... It's big... really, really big.... and empty.... gosh... so very empty... and cold..... oh yeah, and no one can hear you scream there, so don't even try to, because there's no air.. and you'd soffocate.

I'd say we're set 1200 years from our present. Humanity started leaving the cradle of its birth around 1100 years ago; Tera was devastated by some tragedy 900 years ago. (need to work this out)

The first people to leave Earth were sponsored by Mega-Corporations? seeking profit and resources. They were well-funded and and prospered, these people became known as the Syndicated Worlds. Back on Earth, as the population exploded, food and land became commodities to fight over, the United Nations globablized all governements. This faction felt that the resources found were not owned by any one person or entity, but should be used for the betterment of all humankind. This group became known as the Coaltion of Humanity. As the race for habitable worlds began, these two opposing philosphies slowly began to cause tension. Gradually the tension turned to violence and open hostility and ultimately turned into all-out war.

No one knows how the war started exactly, or who fired the first nuke, but what followed was the longest, bloodiest war ever in recorded human history.

How about this?

How about we mimic the history with the colonial era? Seems a nice parallel...

The colonies take root as FTL travel is developed. Due to the time dilation of relativity with sublight travel, many of the colonies are contacted shortly after taking root. Place the setting as FTL is just being deployed. Contact with the colonies is just happening. This way we can limit the number of worlds. FTL is actually discovered by one of the colonies, having discovered some ancient tech.

Have the setting similar to the carribean. A bunch of colony worlds that are being used for their production. The humanists gain support and are trying to break away. The humanists are spreading their rediscovered religion and civil's rights to the lesser masses and drumming up support for a civil war.

Embargoes start happening. Earth starts sending warships to enforce their will. War is breaking out.

I say place the setting at the onset of the civil war. It provides for more adventure.

You can have diplomats, couriers, space patrol, merchants, scouts

Have the backdrop to the setting utilize the cthulhu mythos. There are several ancient, dead and dormant races. Man is not only rebuilding civilization from earth, but also growing to fill the void of an ancient stellar society. Relics and 'Dungeons' can be found from these old societies.
